Hello I have recently came across a 1990 d quarter that isn't silver. Can anyone tell me any information on my coin

First of all, it wasn't silver to begin with. This is just a normal clad quarter with discoloring due to unknown environmental exposure.

The 1990 quarters are made of nickel on the outside so they kind of have a "silver" color. To me, your coin looks seriously damaged by chemicals or by being exposed to the natural environment, but the picture is a little blurry so it's hard to tell.

I agree with the frog and @cap that you have a quarter with surface staining. A good way to confirm this for yourself is to measure the weight. An off metal strike or missing clad layer error would have dramatically wrong weights.

with all of the above comments here. It is a normal circulated quarter. If you are looking for a silver quarter, you will be needing to look for the San Francisco minted proof coin.
