I believe the obverse reads PHILIPVS REX, and the reverse includes NVS CIVI (perhaps of TVRONVS CIVIS?). Obverse cross. And I see the remnants of a castle tournois reverse.

Based on the spelling PhILLIPVS REX and TVRONVS CIVI this should be a denier by Philip II, minted in Tours towards the end of his reign, around 1220-23.
