Found this one years ago, I think it had a lamination problem before it got struck. Obverse is fine with no problems. It looks like a fragment was pealed back by the 9 and then struck over it and crack line through the coin.

Since it is a twelve sided cent it is 1990-1996, really hard to tell what year.

I study these all the time being from the North East. However, I want to see a 7, but the last pic wants me to say a distant ghost 9 with left rotation. IMHO

With the coin in hand I'm going with a 1993. Depending on the angels I see an 8,6 and 9. Kinda like a multi date coin. Its a 9 on Mondays,6 on Tuesdays, 8 on Wednesdays and a 3 for the rest of the week.

In 1997 the mint went to a round coin so 1997, 1998 and 1999 are out as options. This example is 12 sided.
