A Question About Ebay's Coin Grading Mandate

Okay, so I'm a world-class procrastinator. I've finally taken a look at ebay's coin grading mandate. Most of my listings are exempt; sets, collections, rolls, bags, etc.

But I have a few items that fall under the mandate. For example, Mint State coins in the OGP. But, I see only two options in the dropdown list, my coins don't fit in either one of them:

The way I'm reading this, either a coin is professionally graded or not, but if it's not graded then it is not in OGP. Pick one or the other, but then what to do about MS coins in their original government packaging?

Am I misreading this somehow, or what am I missing? What about a coin that IS in its OGP and not graded?

Logically, since your coins are not in a TPG slab, they cannot (according to ebay's policy) be assigned a Sheldon grade and must therefore be classed as "ungraded". The Mint does not guarantee the grades of its coins. Unless ebay intended or intends to add a third "OGP" category, that would have to be the default answer as an "ungraded" coin.

But the choice is ungraded and not in original packaging.

There needs to be an option that says ungraded and in original packaging.

And yes, you can have an item that is professionally graded and in original packaging as well.
