Regarding the Semiquicentennial gold coin and silver medal sets...
They were not authorized by Act of Congress but rather are being struck under general Treasury/US Mint authority, it's my understanding that any net proceeds from their sale will be deposited in the Mint's Public Enterprise Fund to support its ongoing operations vs. the Treasury's General Fund to help reduce the national debt.
