I would say that the letters are up against the edge but not falling off.

To CCF! I see Die Deterioration, a Struck Through Grease issue, or a Weak Strike issue so far. Are you able to get full coin images?

If it is only on one side, then it is a misaligned die, not an off centre strike.
Also the legends are not falling off the die,
it even has part of the rim showing.
