Pliladelphia Mint Marks On Pennies

How did the mint decide when and when not to put the Philly mint mark on pennies? For instance, in 2016 there was no P mint mark, then in 2017 there was, and then no mint mark on the 2019 penny.

In addition, why didn't they put the PO mint mark on all pennies like they did other denominations?

2017 what was it celebrating? The 200th or 250th anniversary of the Philly mint (I forgot which)

2017 was the only Cent that had a P mint mark.
They did it to commemorate the Philadelphia Mint's 225th anniversary.
Aside from War Nickels, no US coins bore the P mint mark until it was added to the 1979 SBA Dollar, and all other denominations the following year, EXCEPT the Cent.
Before branch mints were opened, no US coinage had mint marks. When some opened, they had mint marks added so they could be accountable. But from that point, the lack of a mint mark was understood to mean the coin came from the 'mother' mint in Philadelphia.

Looks like the first branch mint went online in 1837, at Charlotte, which only produced gold coins.

Except when they do not.

Cents were minted without mint marks in San Francisco from 1978 to 1983, and West Point from 1975 to 1986.

West Point minted quarters without mint marks from 1976 to 1979. 376,000 of them were bicentennial quarters.
