All banknotes are cut at the mint.
Why it was cut oversize I don't know but it was intentional.

As it says on the upper right hand side of the grading card, this note was part of an uncut sheet sold by the BEP. The note was hand cut from that sheet.

In this case I think the bill was not cut at the BEP (Bureau of Engraving and Printing).

My memory (could be wrong) is that the US BEP sells uncut sheets of various denomination bills and the serial numbers for these collector sheets always start with 99.

So, I suggest this is a $1 bill that some owner cut oversized from a full sheet and submitted it to PCGS.

I have one around here somewhere with a 99 serial number that I received in change a while back.

Edit - appears that nfine and I were typing at the same time and his post beat mine. At least we are in agreement.

Yes, I agree, that is, I recall that the "99" serial numbers are used on uncut souvenir sheets.

This is the banknote equivalent of a basement or shed job.

Yepper - someone cut their own "Error" dollar - you can tell it was from a sheet from the BEP and sold by the US Mint because of the high serial number - starts with 99

And just a reminder once again: it could not have been "cut at the mint", because "The Mint" does not have anything to do with printing banknotes. In the United States, the Mint makes coins; the Bureau of Engraving and Printing makes banknotes.

true enough for this series 2009 bill, but for whoever is interested to know, this practice stopped during series 2013. some series 2013 $1 and $2 uncut sheets have serials over 96000000 (the old way), and some were taken from regular production sheets. uncut $5s and $20s continued to have high serials for 2013. after that, everything is just taken from production sheets.

for anyone who'd like a reference, known "regular" serials on uncut sheets from series 2013 and later are documented at https://uspaper.money/uncut . these ranges don't appear to be reported by the BEP anywhere public, so everything is from scanning auction listings and what the community has observed and reported.

I purchased this 4-block from BEP back in 2002.

The example in the OP must have been cut from a larger sheet as all four margins seem wider than normal but this example does confirm the use of serial numbers beginning with 99 for blocks of notes.
