hi I was wondering if this 2009 was off centered the rim seems bigger on the bottom.

1-Cent-2009-Non-Magnetic,-And-Off-Center?

Looks like a misaligned die to me. What does the reverse look like?

heres the reverse sorry for the quality its the best I could do with a digital camera.

weird thing is that the reverse looks fine dosent seem to be misaligned.

If the front and back are misaligned then it's a misaligned planchet. If only one side is misaligned then it's a misaligned die, I think. If it's an off center strike then the collar has something to do with it. I'm sure a pro will set me straight soon.

It is a bit off center. Not much, so I think calling it an error is taking it too far. I have noticed that quite a few of the zinc 2009's are not centered perfectly, much like your piece.
