I believe those are numbers in the grid in the Devangari script--from the Indian subcontinent.
It could be several languages; I cannot tell which.

It is a talisman, like a good luck charm. The diagram is a magic number square, where all three rows, all three columns and the two diagonals all add up to 36.

13 - 8 - 15
14 - 12 - 10
9 - 16 - 11

As DVCollector stated, the numerals are Devanagari from the Indian subcontinent.

What is one the other side?

yup, also known as magic squares. some 4*4 versions add across, down and diaginally, plus each block of four.
