It looks like it might be a Greek coin to me. Other than that, I have no experience with those coins. Perhaps someone can help you but it would help if you could take a photo that is less blurry.

I'd say Thrace, Istros. Its difficult to see what is/was on your obverse but the reverse is clearly, as you say sea-eagle on dolphin.

I can see 'Σ' below the dolphin but cant tell if it could have been part of something like 'IΣTPIH'.

Your coin is quite heavy, heavier than many of these coins, what is its size in mm?

I found this heavier example:

Coin is truncated cone
Reverse diameter = 18 mm

I think it might be from Olbia. Here is one with similar reverse but the obv. on OP coin is just not clear.

Olbia, Sarmatia. AE18. Head of Demeter right crowned with grain ears / OLBIO BSE above and beneath eagle with closed wings, standing right on dolphin which it attacks with its beak. Mionnet Supp. II, 16; Sestini 47; SNG Black Sear:-; BMC:-.

The closest example I found was Olbia too--you beat me to it!
It matches the style of the eagle/dolphin too. Here's another example.

Having seen more of the legend in the second batch of pics I was heading in the same direction as you two, but hadn't quite got there yet

The legend 'OLBIO BSE' or something very similar could certainly be whats on ioans coin. Well found

Here is a one that is perhaps a bit closer again - eagle facing left too:

Need-Help-ID-Please
Bronze AE 19, SNG BM Black Sea 653 ff., F, Olbia mint, weight 7.310g, maximum diameter 18.7mm.
Die axis 0o, c. 170 - 130 B.C.
Obverse head of Demeter right; reverse ΟΛBΙΟ BΣΕ, eagle with closed wings standing left on dolphin left, H in outer left.

Ioans coin perhaps has a rotated 'H' on the left of his coin or even a retrograde 'Z'. It would be easy for a worn bust like the above to be mistaken for an amphora pot.

It was Doucet and DVC really, I would probably still be looking if it wasn't for them!
