A closer image of the date might help reveal more. It could be die chips on the 1's of the date or debris around those devices. I can't see exactly what is going on from the image. They didn't re-engrave the dies in the 20th century coins. All the devices were hubbed in at the time the die was created.

Hello all, I was wondering if this coin could have been struck by used proof dies. It looks like the markers for the 1910 LWC Matte proof. Thank you for the help.
