The info I have seems to point to them being Military Yen. It was money supplied to the Japanese troops for use in occupied China.

However, your note is a little different than any of the pictures in my book. The main design elements are the same, but I can't find any information for this denomination. It doesn't list a 20 Sen or Yen. Also, the Russian writing (I think it's Russian) on it is odd.

My book only covers WWII. Maybe your note is from the Russo-Japanese war (1904)?

According to SCWPM part 2 (2008), it's Japan occupation of Siberia, 1918. Your note is P-M14 20 sen 1918 (Taisho year 7), valued at 65$ for good, 125$ for fine and 250$ for xf.

Unfortunately, no info about size.
