Just to recap, basically we have to wait at least 3 hours from your reveal to call two numbers a match. And it can be from anyones numbers they called. CORRECT?

No! The match should occur in a single move, that is one player needs to "flip" two cards that are the match. After that happens this player has the first dibs, (s)he has up to three hours to call/claim it. If it doesn't happen it will be available to the general population to call, for another hour. If nobody claims it then, the coin is off the table.
