A response from the Customer Relations Department of Mobil Oil Corporation suggested that tenth cent pricing probably started no earlier than the late 1920s and early 1930s.

Probably early 30's as that was about the same time that states started collecting sales tax and produced one mil tokens for paying the tax. Those same tokens could be used for paying the odd mils on the gasoline.
