The DPRK formerly issued its coinage in 3 varieties:
Plain reverse (no stars) - domestic use by DPRK citizens
One star - foreign visitors from other socialist countries
Two stars - foreign visitors from capitalist countries
Banknotes were colour coded for use by the same groups.
Those coins and notes issued for foreigners' use were distinguished from domestic issues because each respective group of visitors were given different exchange rates.
