This is one of those "I'm stupid, and I buy errors" deals.

It's a packaging error, not a minting error. Worse, it can be will be duplicated outside the mint.

Without a TPG holder, anyone can buy 20 sets and a roll of proof silver halves and create 20 "error" sets.

What value is a TPG holder? "This holder guarantees that someone at the mint put the wrong coin in the package it came in". So what? We see mislabeled TPG coins all the time...do they bring premiums, or get sent back to be properly holdered?

Yep.

Remember when sets of proof State Quarters had "errors" like two Delaware and no Pennsyltucky? Weeks later, the same seller would have a set with no Delaware and two Pennsyltucky?

And "error collectors" would pay $200 a set for them?

I just like the idea of beating the US mint..sliver half @ close to melt with the other high quality coins for $19.95!

exactly fred! that was my argument the whole time its so silly what people will pay for ( packaging errors ) hmmmm - evil thinking
