I have bought quite a few modern proof commems over the years and I have never seen anything like that. Would moving it to the commem section help others post info on it? It could go in the US Commemorative forum, but the original question was about the proof (a process) and not the coin (a US Commemorative). Now that we have settled on this being something specific about the Lincoln Commemorative Dollar, a move would be in order. However, I was thinking about moving it to the US Variety and Error forum.
