Apollo is right about B., the peasant with his market purchases.
Weavus is right about D., the circle thing doesn't work, but "the third one lied" is correct.
Weavus got E., two monkeys, and F., the other half of the apple.

The question about tortoises was posed on an international high school Math competition couple of decades back. The answer "the third animal lied" is the only logically feasible one.

If one assumes an animal can lie is logical then I propose that the third tortoise perspective could have them going in circles. The first tortoise says there are two behind because he wants to believe he is in the lead but that statement does not preclude he can see a tortoise in front of him. The third tortoise knew there were two in front of him when the started their journey but now he see the 'first' one catching up on him ready to lap him! Sounds as reasonable as a tortoise lying! so who lit the match for that bonfire?

To figure out the laws of logic sometimes you need to let go of the content, not think about the meaning of it. That's why when I teach logic I try to use more nonsensical statements, and my class eventually became known as a "green monkeys" class among students. As one of them summed it up a few years ago - It's logic, it doesn't have to make sense!

I am smarter than them two.... but can't prove it right now.  If that turtle could lie, then I looked in my mirror and saw I had a white hat on.
