This is the mint lustre marked up a little bit from bag marks and some circulation IMHO. An honest NOT cleaned EF+ in my book Report this Post to the Staff

That's what a better grade circulated coin should look like. The fields are not protected and hence look dull. The regions around the legends are protected and retain their mint lustre.
