The scan doesn't show much. If you want the best grade it will require better pics to show the mint lustre. EF-40 at best imo

I'd go VF30 on this one. Based on your pictures, or scans, I can't accurately determine if the coin has been cleaned.
If those are scratches on the obverse, they would be significant therefore, lowering the coins FMV quite a bit.
