As a bit of perspective, I have sold/sent many coins to Australia from the US. A well-packed bubble mailer with one or two coins costs me around $3.

Yep, the guy owes you $15, plain and simple.

Note that he did recently change his tiers though. About a week ago, a $27 purchase would have cost $20 in international shipping. Regardless, he should communicate and honor the terms listed in the auction you won. I hope you get your $15 back.

Gee so now ebay protects bad sellers and persecutes good buyers? I think there is something wrong with that. Just cant put my finger on it

There is absolutely no way whatever that this seller is going to come out of this "Clean"
I doubt that I will ever see that coin But I WILL get my money back and this seller will get the worst possible feed back that I can think of.
I have also reported the seller to ebay.
It is less than $50 but there is a principle at stake here.
I WILL nail this doodler

I don't tolerate crap anymore. I must be getting old and cranky.

My last neg started with "excessive postage"

But if you haven't seen the coin at all -- harsher words would be used
