Small 14.5 mm, non magnetic, plain edge, toughra, read date as 1327AH or 1909AD. Billion? 1 Para from Ottoman Empire? This site is usually good for pointing a person in the correct direction. Please share any information on this small coin.

The little "4" on the obverse means it's the fourth regnal year of that rulers reign. So it can be dated a bit more accurately.
