Whenever you see a State abbreviation, replace it with the first letter of the capital city of that state. The numbers are weeds, except 010 and 101 which represent periods and commas.

Hello there could be MTEARLOK____ KSHENCE____.

If the numbers do mean something, I don't think they're needed to break the code.

Very good jg86! Well done. I want to see how line 7 (WAU3005) became 3 letters since WA is Washington.

I guess I could say that any 4 digit number is a space.

Oh crap! I had all the letters and states split up, but on line 7 I missed that first Y and just had WA you 30 05. Good job, jg86!

Great job! Acctually, the numbers are not nessecary but are helpful. If you notice, every 2nd number in a sequence (xxxx) is a 0. Every 4th is a 5. 0 stands for a vowel, while a 5 stands for a consonant.

YWAU3005 - You

There are 3 vowels and 0 consonants.

Not really. The 101 and 010 would have to be before the tens and fives pairs in that case.

I backed into it to be honest. The fact that he was once a republican told me he probably switched parties after being president. Teddy turned progressive, and I don't know of any other presidents who have (at least not post civil war). The periods and commas stuck out as different, so Googled his quotes and found one that fit.

Tzar, we're out of sync. After I posted my comment I saw you had already addressed the numbers, but I would argue that "YOU" is one consonant two vowels - not that it matters.

Well Y is counted as a vowel, on occasion. But that might be one place where I just messed up.
