Haven't figured the prize out yet, as I just came up with this quickly, but most case scenario, I'm sitting on some Ikes!

7 words Each letter here stands for 1 letter in the quote. No punctuation/spaces used. No weeds. Not a politician that I know of. Definitely not known for it if he/she is/was. Still alive.

I think most people would know the quoter's name. I'm sure they wouldn't be unknown to the two of you.
It is a substitution cipher.
I learned about this code for the first time marking math contests one year, so I did not invent it.
