The time has come for me, tzarmarko, to host a C.B.C (code breaker contest).        Today we have something special, unlike our usual mathematically oriented contests. RULES1. Thou can ask questions regarding the quoter, the encoding method, or the code itself. However, I reserve the right to ignore questions deemed unsatisfactory. 2. Thou must post their answer with the quoter, the uncoded quote, AND you must encode the phrase "Hello there." in my code and put it along with the answer. 3. OK, fair enough, IF they WERE state abbreviations, would I need to convert them to numbers to decode the message?

If they WERE state abreviations, you would NOT need to convert them to numbers.
And there are no TRUE weeds, only semi-weeds, but they are needed to crack the code.
