On 1884 cents, the digits of the date are always in the same spots. All four digits were punched into the reverse matrix and were passed to each die. Occasionally one, or more, of the digits was re-punched in the die and looks slightly altered on the coins from that die, but there really is no such thing as a 4 that is lower on only some 1884 cents.
