Newb here, what error would this be considered?

There's a frosty appearance where the defect is as well as some black debris. What is that stuff?

This was in one of the PL sets RCM is selling. Still sealed in the RCM cello.

Strike through or plachet flaw.
There is nothing PL about these coins.They are regular business strikes,same as in rolls,or in your change,but wrapped in plastic by the Mint.Numismatic BU coins have not been struck for a couple of years now.
"Dipping" is not considered cleaning...
