The one pictured on RFD is a different coin than the one on
ebay though it is the same owner.
NGC and ICCS disagree on the die rotation and also gave two different grades.
It's not uncommon for different TPGs to give different grades since it's just an (educated) opinion but I can't see why ICCS would consider that coin to be a die rotation.
Given that Gwako has at least two, there are likely tons of them out there that people either haven't noticed or bothered to list on
ebay, or simply returned to the Mint for an exchange.
It also begs the question, who would pay a premium for a such an 'error'?
