Lets see. Greek mythology.

Possibilities:
Athena
Persephone

lets check the history of the region during this time:
War
Dictator
Power struggle

Athena would make sense... Had it taken place in 392, I would have said Peresphone, due to the plague that was taking place...

Apparently it is any of the following:

- Female
- Nymph
- Arethusa

=> http://en.wikipedia.org/wiki/Arethusa_(mythology)

... I like it!!

At least with Flipper I don't think you can get into trouble.

My first guess might be Artemis, because she is often depicted on Syracuse coins
However, she's usually pictured with a quiver, and here we have a olive sprig.
Sometimes Athena is associated with an olive leaves. Great dolphin on the back!

Or it could be all of them. Arethusa is a nymph, and a female
