It's Chinese, but definitely isn't "communist" - that's the flag of Nationalist China, and currently the flag of Taiwan.

The note says it's a "badge" - is it uniface? Any markings on the other side at all?

Sap is correct as to the flag being that of the Republic of China.

The Chinese characters 航空 translate as "aviation".
