Tough crowd! I'm personally not seeing enough hits to knock it down to a 63. In fact get rid of that hit on the cheek and I would vote MS65. As for full steps on this coin; imho that is an individual judgement call. Those bag marks would bother some. But the truth is that is a very well struck 38D. I would be proud to have it in my album.

wow, seriously, how do you guys find these strong strike, older jeffersons? I've looked through so many nickels, and only a small fraction of them come even close to a strong strike (in my opinion), and the oldest of these finds are those from the 60's. I have to tell you that I really, really, would love to own that beauty! :)
