Yes, but some years there are very few, if not, possibly even no known full steps, since the technology(and quality?) for dies in times past has resulted in more Jefferson nickels being poorly struck, thus it is very hard to find FS Jefferson nickels. Startjing in the late 80's, it becomes a little easier to find them, and they are almost routine in the 20000's , as after all this time, the mint has finally gotten it down for fully struck Jefferson nickels.
I am no expert, however, so if anything is wrong, may the jefferson experts correct me if I'm wrong. :) I haven't found any true FS nickels pre 1980 personally yet.
