With two dots it must be Heraclea, take a look at the ANS database:

Hope I'm not confusing things more, I went back to Helevtica and with the .XXI. it's RIC V-II 284 Heraclea.

echizento I think you nailed it! It is a perfect match for RIC V 284A, Diocletian AE antoninianus. Heraclea, AD 291. IMP C C VAL DIOCLETIANVS PF AVG, radiate, draped and cuirassed bust right / CONCORDIA MILITVM, Jupiter presents Victory on a globe to Diocletian. Delta between them. Mintmark dot XXI dot.

I'am sorry disturbing your party but it can't be that RIC number, your obverse titel is IMP CC VAL DIOCLETIANVS AVG.
not IMP CC VAL DIOCLETIANVS PF AVG.

So Heraclea but not in RIC with this obverse titel I would say.

Ed I didn't catch that there was no PF, so it couldn't be 284. So I agree it's not listed in RIC.

After receiving the coin, I am thinking that this is not a dot XXI dot. Here are photos, what are your thoughts? If it's just a XXI dot, are we looking at RIC 306 again?
