I just found this today. 2000 Virginia State Quarter with James Madison painted on the front.

I've had this one for a while. 2002 Louisiana State Quarter stamped on wrong metal.

I really don't know the first thing about minting errors. Can someone tell me what's going on here?

When you say "just found" do you mean in circulation? That is an amazing coin.

to CCF.I don't think either coin is an error. The first one is either painted or has a decal on it put on after it left the mint. The second coin is probably plated in platinum not a wrong metal error. IMHO

Yes. My mother-in-law gave me a small jar of quarters to use for coin-op laundry, and I found the VA quarter in it. As for the other, I found it years ago in a roll and thought it was counterfeit, due to the light weight and uniform bright color. It got worn during my most recent move.

Do you have a scale to weigh the second coin?

No, I wish. I don't even have access to one...It just feels off. If I had a scale, I would definitely check to confirm my suspicion. Sorry I can't be more helpful...not a professional collector here.

take it to a jewelry store and see if they will weigh it for you.
