As others have said, It depends.

Some rolls have better grades than other rolls.
Some denominations tend to have better grades.

In my experience
Mint rolls are better than Bank rolls.

The ATB/Park quarter have been very good grades, many Gems.
ATB rolls have better grade coins than State Quarter rolls.

Smaller coins tend to be better grades than bigger coins.
