If your coin doesn't have the name of a country like United States or Liberia or somewhere else then it's not truly a coin but a medal or token issued by a private company.
The second image you posted is actually a coin from the US mint.
It would be helpful if there were any small marks hidden - check the rim also. Sometimes a mark can lead to the maker.
I would assume it is some type of brass, although it could be gold plated.
So without any further info we can just say it's a (probably brass) patriotic token commemorating the 200th anniversary of the constitution in 1987.
It's not a silly question, just hard to find definitive answers.
