Ike Planchet/Annealing Chatter Determination

After reading another thread, I found a partial answer to grading the Eisenhower dollar coin. One of my biggest problems were all of the dings and bag marks it seems the Ike has. I could never really find a MS64 or MS65 coin, at least in my opinion. The answer was called planchet or annealing chatter.

I still don't understand how or if one can tell the difference between bag marks and chatter. If there is a way, could someone enlighten me on the subject ?

Also if a TPG were to get to grade one of these coins would they detract from the grade for any chatter ?
