It is Claudius II Gothicus - CONSECRATIO reverse (flaming altar) minted posthumously.

This coin is often copied by barbarians - in fact, there are more barbaric imitations than there are the real thing. This one appears to be barbaric.

A common, Unofficial Issue (contemporary imitation struck by Romans on the Rhine-Upper Danube frontiers) of the "CONSECRATIO" issue for Claudius II.
