The Royal Mint does a Britannia proof set that includes a one ounce, half ounce, quarter ounce and tenth ounce coin. If you've seen a Britannia half ounce then it was probably a proof, hence the higher cost. In any case, Royal Mint products tend to be overpriced.
I haven't yet seen a 2013 half-ounce Britannia. The Royal Mint has been making the proof set for years though.
All of these that I have seen are way over the price of silver. The mintages on them tend to be lower too. Not sure if it justifies the price, but if people are paying it...
I don't think the Britannia is very popular among investors. It's minted in relatively small quantities, only about 100,000 per year. Compare that to the Maple Leaf or Silver Eagle where you get millions upon millions minted each year.
