Not Helios , wrong gender.
It's a tiara covered with beads.
This coin is listed with three different rulers depending on the reference.

Yep, that's it!  Orodes IV, AE Drachm Orodes IV, c. 2nd half of 2nd Century A.D, AE Drachm Obv: Facing bust of Orodes, wearing a pointed beard and heavy mustache, hair divided into three tufts, two on each side and one on top of the head. Rev: Bust of Artemis left, wearing necklace of large beads, hair falling on forehead, and the head adorned with a tiara covered with beads. In the field to the right an anchor, with one cross bar. This description is one I found from the galleries at Forvm. Other references were of Orodes III, and some simply Prince C. Not a lot is known about this kindom, but I did read where they were known for the great archery, maybe that's why Artemis is used here and on other coins. The anchor might be related to earlier times when the Selucids were a large influence in the area. Your up TIF.

That was challenging! Good one. Next, a deity holding a giant slug, or at least that's what it looks like... Not my coin. Photoshopped to obscure other identifying features.
