My thoughts are that true rarities are resubmitted for a possible 'point up' and original holders are not resubmitted making for 2 where there are actually only one. Collectors will think,..I'll just wait for the next one to come along seeing as there are a few out there..
How many people are resubmitting their ICCS coins to PCGS and now there's another one found out there in some collectors minds...
Back in the 90's ICCS graded my 1882 SP 64 large cent. My ICCS POP Report from 2012 does not show this coin. It shows one SP cent only at SP 65. It is presumably not my coin.
SPP is on to something here.......but who's going to fix it...

Who wants to buy a poorly run grading company and return it to the premiere grading company it used to be? And bring it into the 21st century by using computers and stuff?

Could you please search up the number of coins certified for the Canada 1938 5c MS 65 and above (please specify the grades and possibly varieties)? Also, I am also curious if there is a business strike Canada 1991 Quarter certified at MS 66 or even above?

ICCS needs to get with the times. Hire a kid in highschool to database everything. 8 bucks and hour and I for one would send stuff more frequently knowing populations on a whim is a great advantage.
