I am thinking PMD or a die dent. What is the darkened area around the anomaly?

It is most definitely not another 1. The date was part of the die not punched into the die like the mint mark.

I realize its not actually another 1, just stating that's what it looks like in comparison to the actual 1. Giving reference for size, shape and raised height. The dark area to the left of it is a stain. Not scratched or indented. Nothing to indicate damage next to it. Not sure what kind of PMD would result in a raised area without damage equal to its size nearby. It has me puzzled.

@seal - that stained area as you saw does make me question the possibility of PMD though... What are the odds a discoloration would occur directly next to the affected area. With the naked eye I almost tossed it aside thinking it was a scrape. I guess I'll set it aside til I can get better magnification. Could a foreign object in the die cause a raised portion? Would think it would only cause an indentation. Maybe higher magnification will reveal the "stain" to be a microscopic scrape resulting in a neatly rolled piece of copper.

Looks like a struck through piece of scrap that WAS on the top of the 1 of the date and now moved. Is this just a thin foil like piece? These laminations move and the under devices are weaker. Hard to tell from the images what is exactly there?

@coop Seems a likely explication as the 1 is lighter in comparison to the rest of the date and other 1960 coins I've examined. I think you nailed it. The foreign debris during strike might also account for the stain like mass adjacent.

That area may also be part of the moving debris. Keep it in a 2X2 so you don't loose the attachment.
