I was really hoping some one could tell me what this is, ironically I found another 09 today with the same problem on both sides.

I had a similar situation with a loonie that I posted here but no replies:

The interesting thing is that it is happening around the rim in your coin and the one in my posting.

In both situations it appears that the common denominator is the fact that they are multi-ply plated steel coins.

There was no reply to my post and I attributed the reason to limited interest in loonie errors.

Seeing that there is no response to this post which deals with nickels I am wondering if others have just not run into this type of stuff.

I do think it is a result of quality control issues at the RCM. Maybe worthwhile writing to them.

thanks for your link and for responding Paisa, Iam glad to hear someone else has seen this too. The way they all sort of bubble up leads me to think some moisture had to be under it. Hopefully more people will read this and someone might recognize it. If no response again I'll consider writing RCM.

Paisa - the only thing I found on this today, points to Deficient plating, for now Iam going with that unless some one else comes up with something.
