If it were a matter of tracking stolen serial numbers, couldn't they just print a new series and get on with the distribution?

I don't think there is anything to do with stolen serial numbers. $20,000 worth of the new $100 bills were stolen at an airport in New Jersey (I think) and that only accounts for two straps of the bills total. And even though that is not really a huge amount of bills, they were still recovered, so there should be no problems or delays, unless another major printing process error occurs.

They had another printing problem different from the first time.

Yep, the first time was a problem with sporadic creasing in the paper that the notes were being printed on (probably because the current printing machines were not used to the extra thickness of the sections of the notes with the 3D security ribbon on them) and the second time around, there was a problem called "mashing" where too much ink was printing on the paper at a time. (Not sue if the "mashing" problem has been fixed yet, but I'm pretty sure that the sporadic paper creasing issue has been fixed, and the mashing problem as far as they knew, only existed in one of the BEP printing plants)

Yes I as well thought the printing issues had to do with some of the enhancements. Hope what they put out is ok! Franklin wouldn't be happy!
