On ebay, overall the prices are comparable with some exceptions. I think this is a direct result of NGC's partnership with ebay in providing the information on a specific coin based on the serial number.
I think the reason that Franklins in particular are realizing higher prices in PCGS slabs is due to the fact that the population report is also available for the NGC graded coins. It shows up right in the auction. And, from what I've seen, NGC went on a rampage with assigning MS65 grades to Franklins.
The population report numbers are staggering. I would also like to point out that I have disagreed with quite a number of these MS65 grades. JMHO
