Washington Quarter Folder Concern

I have some concerns about and old quarter folder. The folder was made in 1958 by the Whitman plus Co. Unfortunately most of the coins in the folder have black crud on them. I have to assume that the folder that is doing this to the coins. Most of the obverses are clean. Is this specific folder known for that or is it a coincidence?

I believe your assumption is correct. The old folder is leaching something off to your coins. Not sure if this is organic or an other type that is hurting your coins.
If it is organic you can try acetone but, as a new member you need learn about it! Go to "Search Coin Community" upper left. Tons of information.
This also might be carbon spots but again not sure.
Other members will chime in to let you know.

This comes up often. Almost all Folders are not a great thing for coins. Nice for kids but not for serious, long term collections. The reason is the glue used to make them.
Large sheets of papper are coated with glue. Then the slotted cardboard pages are layed on that, cut to size, dried and then done.
In areas where moisture can get to those Folders, that glue is sort of reactivated and gets to the coins. In processes where the glue is put on in stripes, you'll often see coins with dark stripes on the reverse from that glue.
Other problems with Folders is the slots are made in a tapered method to hold the coins in place. If using one you would notice the coins sort of snap in place. Also, most people use their thumb or fingers to push the coins into those slots. I know one kid that used a hammer.
Summation. Folders are not the best thing for coins.
