Thats a bit of a head scratcher I have one somewhat similar but I think mine is a planchet error maybe plating. But yours is quite different, some of it looks like PMD but not all of it...nice find

hi pennyman,some of the the deeper lines ran under the legends ,there a area in back of coin where its relatively clean hard to figure this one out

that really looks like serious plating issue does not look scratched to me

In yours you have lines going in a couple directions, I found this one its rippled on both sides but the lines are all uniform. you've got something going on in yours but I dont know what.

I would guess that it was cleaned with a wire brush wheel

could be cderksen,i will compare it to other coins that have been been wired brushed,,cheers

harshly cleaned , no doubt someone used a steel wire brush on it
