My girlfriend and I had the privilege of attending the Life in the Arctic event at West Edmonton Mall today. We went around ten and the booth was fairly quiet. We were each able to receive five sets (coins and card). We also put in ballots to win a gold leaf plated silver fractional set.

Got my two sets from the Mint. They sent mine via Canada Post Express Post in a cardboard box along with two coin card. I got mine for $6 plus free shipping. Postage must have been $10+ - money losing proposition for the Mint. At least I am supporting the money losing Canada Post.

I managed to get to the Toronto coin exchange at Atrium On Bay, at the front of Canada Post. I got 5 booklets and 5 sets of quarters for $5.

Some have received full rolls from the mint exchange program at square one. Many other say they have received random coin rolls. Should these full rolls (40 coins all same in roll) carry a premium over the random rolls?

Seniorage. This is why the Mint can send you these for face value. They cost about 1/50th of face value to make, so if 2/100 people spend them, the mint breaks even. I would say much less than 2/100 sold are ever spent.

Sure, the manufacturing cost is 1/50th of the face value, but the value IS $0.25 a piece. The mint is accountable to the bank of Canada - as such, these are LEGAL TENDER - and are part of the accounting for 'Making Change'as a crown corporation. That is why this is always referred to an 'Exchange' - same with the 20/4/20's or 100/4/100's.

No, the mint profits every time a coin is not spent. They likely go forward with estimated seniorage percentages, and get approval from the brass accordingly. The US made a literal fortune from the State Quarters in exactly the same way. They essential "sell" you your own coin for 25-X cents, where X is the production cost.
