I think the trick to this question is in the wording!

If we want to draw a distinction between "pennies" and "cents", then pennies never were struck exclusively for Canada, being that it is a British denomination. Though in the early days, some may have been struck in England and then shipped to Canada for use in circulation. I suppose the earliest year a "penny" might have circulated in Canada would be 1797, the year the first copper pennies were struck in England.

kefiroth has it!, pennies were never struck in Canada or for Canada as actual legal tender currency as they are not a part of our currency system.
